COVID-19 Bailout Under the Spotlight: Hon. Osawaru Joins Special Ad Hoc Committee to Investigate Fund Utilisation

Towards the end of 2019, the world was confronted with the outbreak of the deadly COVID-19 pandemic, a global health crisis that disrupted economies, overwhelmed healthcare systems, and altered the course of human activities. Like many other nations, Nigeria responded with a series of emergency interventions, including the establishment of COVID-19 bailout funds aimed at mitigating the devastating effects of the pandemic.


The intervention funds were designed to strengthen Nigeria's healthcare system through the procurement of medical equipment, testing kits, ventilators, and personal protective equipment (PPE), while expanding isolation and treatment centres and supporting frontline health workers. They also provided financial support to state governments, funded social intervention programmes, extended palliatives through conditional cash transfers to vulnerable Nigerians, supported businesses, and helped preserve jobs during one of the country's most challenging periods.


In recent times, however, concerns have emerged over the utilisation of these intervention funds, prompting calls for greater transparency and accountability in their management.


In line with its constitutional oversight responsibility, the House of Representatives constituted a Special Ad Hoc Committee on the Investigation of the Utilisation of COVID-19 Bailout Funds. Among the distinguished members of the committee is the Honourable Member representing Orhionmwon/Uhunmwode Federal Constituency, Hon. Chief Dr. Billy Adesuwa Osawaru, who has actively participated in the committee's investigative sittings over the past week.


The committee is mandated to examine whether the bailout funds were duly received by the relevant beneficiaries, utilised strictly for their approved purposes, managed in compliance with extant procurement and financial regulations, disbursed with transparency and accountability, and whether the interventions ultimately achieved their intended objectives.


With a reputation for diligence, sound financial oversight, and a firm commitment to institutional accountability, Hon.
