HON. BILLY OSAWARU CO-SPONSORS LANDMARK BILL TO PROTECT THE RIGHTS AND DIGNITY OF PERSONS LIVING WITH TUBERCULOSIS (TB)

 



The commitment to building a just, compassionate, and inclusive society received a significant boost with the introduction of the Tuberculosis (TB)-Based Discrimination Prevention Bill, 2025, a landmark legislative proposal aimed at safeguarding the fundamental human rights and dignity of persons living with and affected by Tuberculosis.


The Bill, sponsored by Hon. Amobi G. Ogah and co-sponsored by the Honorable Member representing Orhionmwon and Uhunmwode federal constituency, Hon. Chief Dr. Billy Osawaru, alongside other distinguished members of the House of Representatives, seeks to eliminate all forms of discrimination based on TB status while promoting a rights-based approach to tuberculosis prevention, treatment, and care.


Recognizing that TB remains both a public health challenge and a social issue, the proposed legislation provides a comprehensive framework to ensure that individuals diagnosed with TB are treated with fairness, respect and equality, rather than stigma, prejudice or exclusion.


Among its key objectives, the Bill seeks to:

Eliminate every form of TB-based discrimination; protect the fundamental human rights and dignity of persons living with and affected by TB; create supportive workplaces where individuals diagnosed with TB can continue working for as long as they are medically fit. 


Others include: promoting effective TB management in workplaces, educational institutions, communities, and other sectors; fostering safe, inclusive, and enabling environments for all Nigerians; and balancing the rights and responsibilities of individuals and institutions.


Hon. Chief Billy Osawaru's decision to co-sponsor this important legislation reflects his unwavering commitment to people-centered governance and to protecting vulnerable members of society. His support demonstrates a clear understanding that access to healthcare must be accompanied by legal protections that guarantee equal opportunity, human dignity, and freedom from discrimination.


Beyond strengthening Nigeria's public health response, the Bill reinforces the constitutional principles of equality, social justice and respect for human rights. It also encourages early diagnosis and treatment by reducing the fear of discrimination, thereby contributing to the national effort to eliminate Tuberculosis as a public health threat.
